Indigenous Data Sovereignty

Tri-Agency Indigenous Research Protocol

In 2019, the Tri-Agency worked with Indigenous researchers, community members, and Knowledge Keepers to develop and enact an Indigenous Research Protocol in Canada. This protocol, which is part of the Tri-Agency Research Data Management Policy, emphasizes the importance of Indigenous data sovereignty.

The Tri-Agency policy affirms that the collection and use of Indigenous data must be approved by Indigenous people and organizations in alignment with principles developed by Indigenous communities, such as the CARE principles. This includes the option for all data management plans to be renegotiated if they do not align with principles of Indigenous data sovereignty.

What is the Tri-Agency?

The Tri-Agency describes the three government funding agencies that provide financial grants to support research in Canada. These agencies are as listed below: 

  • Canadian Institutes of Health Research (CIHR)
  • Natural Sciences and Engineering Research Council (NSERC)
  • Social Sciences and Humanities Research Council (SSHRC)
