From the late 1820's papers of particular significance began to be printed in several copies and distributed to officials in the Foreign Office, to the Cabinet, other Departments and to British missions abroad as Confidential Print. From the 1850s the practice grew until by 1906 nearly every important despatch or telegram was routinely printed. Confidential Print, which vary from a single document to a substantial volume of papers, are numbered individually, roughly in order of printing.

The Confidential Print described in this List is a collection of over 2,500 printed papers in which selected correspondence, memoranda and other documents were copied for internal use in the Colonial Office or, in some cases, for circulation to the Cabinet. The contents range from single page copies of reports and memoranda to large compilations of the more important correspondence on particular subjects which often extend to several hundred pages. The latter were of considerable administrative value in providing a compact and convenient means of making the main papers available in the Colonial Office without the need to refer to the original correspondence. Many of them were also edited for publication for Parliament as Command Papers.

Departmental reports in this collection are divided into 9 categories: Administration, Finance, Judicial and Police, Natural Resources, Social Services, Transport and Public Works, Communication and Post Office Savings, Commerce, and Miscellaneous.
